信息贫困与区域全要素生产率

Information Poverty and Regional Total Factor Productivity

摘要: 信息化发展已成为提升区域全要素生产率的重要因素。本文基于Romer(2001)“Growth Drag”假说构建一套新的区域信息贫困测算方法,利用2001-2013年中国省际面板数据测算区域信息贫困程度,并分析信息贫困对区域全要素生产率的影响及作用机制。研究表明:信息贫困程度会因劳动或资本产出弹性的增加而增加,因信息资源弹性的增加而减少。在技术中性条件下,2001-2013年,信息贫困导致区域经济增长降低0.1246个百分点,信息贫困显著降低了区域全要素生产率,该效应主要通过降低区域技术效率来实现。因此,要实现高质量的经济增长,亟需弥补区域信息化发展的短板,以提升其在资源配置效率中的作用,进而提升区域全要素生产率。

Abstract: The development of information technology has become an important factor to enhance regional total factor productivity. Based on Romer′s (2001) “Growth Drag” hypothesis, the paper constructs a new method for measuring regional information poverty, calculates the degree of regional information poverty by using provincial panel data from 2001 to 2013,and analyzes the influence and mechanism of information poverty on regional total factor productivity. The results show that the degree of information poverty will increase with elasticity of labor or capital output and decrease with elasticity of information resources. Under technological neutral conditions, information poverty led to a decrease of 0.1246 percentage points in regional economic growth in 2001-2013. Information poverty significantly reduces regional total factor productivity, which is mainly achieved by reducing regional technological efficiency. Therefore, in order to achieve high-quality economic growth, it is urgent to make up for the shortcomings of regional informatization development to effectively enhance the role of information resources in resource allocation, and then enhance regional total factor productivity.
