本土中小企业如何突破外生型集群网络的嵌入壁垒? ——演化博弈视角下的过程治理

How Can Local SMEs Break Through the Barriers of Exogenous Cluster Networks? The Process Governance based on Evolutionary Game Theory

摘要: 外生型产业集群通过招商引资在我国各地迅速成长,嵌入外生型集群网络是本土中小企业快速成长和提升竞争优势的捷径,但需突破网络嵌入壁垒。本文从有限理性的视角,借助演化博弈模型,刻画本土中小企业嵌入外生型集群网络的四种情形,及其不同的演化路径和演化稳定策略,其中仅在一种情形下,博弈双方均选择合作策略作为最终的演化稳定策略,意味着实现了网络嵌入。随后通过因子的敏感性分析,探寻破解嵌入障碍的内在机理,提出基于信任的关系治理有助于本土中小企业弥补交易成本局限,促进其嵌入外生型集群网络;基于信息共享的学习机制形成与契约、信任机制的优势互补,有助于本土中小企业提高关系租金,放大网络嵌入的价值。

Abstract: The exogenous industrial clusters have grown rapidly through investment promotion in China, and embedded in the exogenous cluster network is a shortcut for local SMEs to grow rapidly and improve their competitive advantage, however, they must break through embeddedness barriers. Based on limited rationality and evolutionary game model, we describe four contexts of local SMEs embedded in exogenous cluster networks, and their different evolutionary stable strategies (ESS) as well as evolutionary paths. And only in one context, both sides choose the cooperative strategy as ESS, which means that the enterprises are successfully embedded in the networks.And then, through analyzing factor sensitivity and how embedding barriers should be broken through, we propose that the trust-based relationship governance helps local SMEs offset transaction costs and promote its embeddedness in exogenous cluster networks; the information-sharing-based learning mechanism is complementary to the advantages of contract and trust mechanism, and helps local SMEs increase relationship rents and magnify the value of network embeddedness.
