产业结构升级、要素市场扭曲与环境污染 ——基于2003-2015年283个地级市面板数据的分析

Upgrading of Industrial Structure, Factor Market Distortion and Environmental Pollution: An Analysis based on Panel Data of 283 Prefecture Level Cities in 2003-2015

摘要: 本文利用双边随机前沿模型测算产业结构升级影响环境污染的正效应、要素市场扭曲影响环境污染的负效应以及两者相互影响的净效应。研究结果表明,要素市场扭曲和产业结构升级相互作用使得要素市场扭曲削弱了产业结构升级降低污染的作用,最终导致实际城市环境污染水平高于适度污染水平,且在不同年份、不同地区和不同省份两者的净效应均增加了环境污染,表明要素市场扭曲显著加剧了环境污染;时间特征分析表明,产业结构升级与要素市场扭曲对环境污染影响的净效应在样本时间区间内为正且呈递减趋势;不同地区净效应仍然为正,但存在地区差异,西部地区净效应最大,中部其次,东部最小。表明经济欠发达地区要素市场扭曲显著弱化产业结构升级增加环境污染的正作用,从而加剧了环境污染程度。

Abstract: This study uses the bilateral stochastic frontier model to measure the positive effect of upgrading of industrial structure on environmental pollution, the negative effect of factor market distortion on environmental pollution, and the net effect of the mutual influence. The results show that, the interaction between factor market distortion and upgrading of industrial structure weakens the role of factor market distortion in reducing the environmental pollution, which leads to the actual urban environment pollution level is higher than the moderate pollution level, and the net effect in both different years, different regions and different provinces increases environmental pollution, which shows that factor market distortion exacerbates environmental pollution; the analysis of time characteristics shows that the net effect of upgrading of industrial structure and factor market distortion on environmental pollution is positive and decreasing in the sample time interval; the net effect in different regions is still positive, but there are regional differences, with the largest net effect in the western region, followed by the middle region and the smallest in the east region, which shows factor market distortion in economically underdeveloped regions significantly weakens the positive effect of upgrading of industrial structure on environmental pollution, thus exacerbating the degree of environmental pollution.
