    ZHAO Jin-jin, LIU Bo
    2019, 61(5): 1-9.
    Abstract ( 364 )
School of History and Society, Huaibei Normal University, Huaibei 235000, China) Abstract:As a kind of negative behavior in service interaction, customer mistreatment has negative effects that cannot be ignored on employees′ self-control resources, psychological resources and work enthusiasm. This paper constructs a moderated mediation model to examine the influence and its internal mechanism of customer mistreatment on work alienation of hotel front-line staffs from the perspective of ego depletion. Through two stages of tracking survey on 522 front-line staffs in 19 high-star hotels, research hypothesis is empirically verified by data analysis, and results show that customer mistreatment has a significantly positive effect on work alienation of hotel front-line staffs, and ego depletion partially mediates the relationship between customer mistreatment and work alienation; internal-external control tendency plays a significantly moderating role between customer mistreatment and ego depletion, and the mediated moderation model implies that internal-external control significantly regulate the indirect relationship between customer mistreatment and work alienation through partially mediated by ego depletion. This paper interprets the negative effects of customer mistreatment from a new theoretical perspective, and it is conducive to clarifying the internal mechanism and boundary conditions of customer mistreatment affecting work alienation of hotel front-line staffs, and it can provide better guidance for hotel management practices, and then, the hotel, employees and customers will achieve mutual benefit and win-win.

Does Social Group-Buying of “Buy Together” Style Decrease the Quality of Platform Goods? From the Perspective of Platform Selection for E-Commerce Enterprises
    ZHANG Yang, XU Bing
    2019, 61(5): 10-17.
    Abstract ( 166 )
At present, a large number of low-quality enterprises are stationed in social group-buying platforms such as “Buy Together”, which leads to the quality problems of many commodities. In order to explore the impact of social group buying model on enterprise′s platform, this paper constructs the game models of e-commerce enterprises′ traditional platform and social group buying platform respectively.Based on the platform selection model of enterprises, this paper analyses the dynamic selection process of high-quality and low-quality enterprises. The results show that low-quality enterprises cannot get higher profits through social group buying platform, and the social group buying model is not the reason for the low quality of products on the platform;social group buying platform can only attract small and medium-sized urban residents with lower social difficulty to form groups, and high-quality enterprises are forced to set lower prices and the number of participants because these consumers are very sensitive to price;high-quality enterprises cannot profit from social group buying, so they sell on the traditional platform as the main operating platform; a large number of low-quality enterprises are squeezed out by the competition of high-quality enterprises in the traditional platform, and have to settle in similar social group buying platforms. Therefore, the platform should improve the quality management and after-sales service system, optimize the profit extraction and drainage ranking policy, actively attract high-quality brand enterprises, expand and float the consumer market; enterprises should vigorously implement the strategy of guiding the group and strangers to put together the single, improve the browsing volume and click-through rate, and create commodity category of differences, brand, scientific, popular, low-cost and daily practicability.

Information Poverty and Regional Total Factor Productivity
    HE Mao-bin1, LIU Xiao-tong2
    2019, 61(5): 18-26.
    Abstract ( 99 )
The development of information technology has become an important factor to enhance regional total factor productivity. Based on Romer′s (2001) “Growth Drag” hypothesis, the paper constructs a new method for measuring regional information poverty, calculates the degree of regional information poverty by using provincial panel data from 2001 to 2013,and analyzes the influence and mechanism of information poverty on regional total factor productivity. The results show that the degree of information poverty will increase with elasticity of labor or capital output and decrease with elasticity of information resources. Under technological neutral conditions, information poverty led to a decrease of 0.1246 percentage points in regional economic growth in 2001-2013. Information poverty significantly reduces regional total factor productivity, which is mainly achieved by reducing regional technological efficiency. Therefore, in order to achieve high-quality economic growth, it is urgent to make up for the shortcomings of regional informatization development to effectively enhance the role of information resources in resource allocation, and then enhance regional total factor productivity.

Research on Local Government Debt Risk Measurement in China based on Asset and Liability Analysis
    ZHAO Lun,YANG Yang
    2019, 61(5): 27-36.
    Abstract ( 126 )
The assets and their benefits controlled by local governments that can be used to defray the debts are the guarantees for ensuring the repayment of local government debts. The local government debt risks emerge as the possibility of debt defaults due to insolvency. The results of the calculation of China′s local government debt risk in 2010-2017 show that the local government′s asset-liability leverage ratio is rising, and the return on repayable assets is declining;when the pension gap is taken into account, the change of financial structure of the local governments has a significant impact on the debt risk. Therefore, only if the present value of the pension gap is no more than 24 trillion RMB which the local governments actually undertaken, the local government debt risks can be safe and controllable.

Measurement of China Land Banking Policy Implementation Deviation and Its Temporal and Spatial Characteristics:An Empirical Study based on 34 Large and Medium-sized Cities in China
    GAO Xia1,ZHU De-mi2, ZHOU Lin-yi1
    2019, 61(5): 45-51.
    Abstract ( 97 )
Land banking is an important means of urban land resource management. The strict land banking system has been carried out in China since the 1990s. Although it is an important public policy, local governments, as the main executors, often deviate from the objectives of public policy in the choice of local interests and public interests, resulting in inefficient implementation of land reserve policy. This paper takes the deviation of land banking policy implementation as the research object, by using the improved DEA method and Delphi method, a new method is constructed to calculate the deviation degree of land banking policy implementation based on the efficiency of land banking decision-making and analyzes the deviation degree of land banking policy implementation and temporal and spatial characteristics in 34 large and medium-sized cities. The empirical results show that, from the perspective of time dimension, the deviation of land banking policy implementation can be divided into three stages: relatively high status, U-shaped growth and volatility decline; from the spatial dimension, the cities with moderate deviation of land banking policy implementation from 2004 to 2015 are mainly located in the east and middle region, and the number of cities with moderate deviation and no deviation or approximately no deviation in the western region is equal number. Also, the degree of deviation varies greatly from city to city. On the evolution of spatial distribution, the number of cities with moderate and high deviation first increases and then decreases. The highly deviated urban distribution diffuses from the east to the middle. The research in this paper provides useful information for the evaluation and optimization of land banking policy implementation.

The Spillover Effect of Producer Services and Manufacturing Industry Co-Aggregation on Regional Innovation
    CHEN Zi-zhen1,LEI Zhen-dan2,LI Jing-yi3
    2019, 61(5): 52-60.
    Abstract ( 102 )
Industry co-agglomeration is the source of regional innovation. At the same time it will transmit the China′s economic development path from factor-driven to innovation-driven. As the regional economic integration level in China has gradually increased, the spatial externalities of regional innovation have gradually emerged from co-agglomeration.The study found that the co-agglomeration of producer services and manufacturing contribute to regional innovation. However, the impact on neighboring regions innovation is “first suppressed and later increased”. The co-aggregation of supportive producer services-manufacturing will enhance the native region and neighboring region innovation level. The space spillover effects gradually decays as the distance increases. The co-aggregation of basic producer service and manufacturing has no significant effect on the innovation of native region, but it will have a “siphon effect” on neighboring regions. The co-agglomeration spatial effect of different producer services on regional innovation will be different. When the space distance reaches 750km, there is a positive spillover effects. Therefore, industrial co-agglomeration is a realistic demand for regional innovation. The development of the region not only needs differentiation and refinement of management, but also needs to improve the regional infrastructure and information transfer rate, to promote inter-industry diversification and collaboration.

ZHANG Qian-qian, ZHANG Rui, ZHANG Yi-bing
    2019, 61(5): 61-68.
    Abstract ( 110 )
This paper collects panel data of 34 industrial industries in China from 2001 to 2016 and divides all industries into four groups of capital-intensive, labor-intensive, energy-intensive and technology-intensive, to explore the differences and changes of FDI′s impact and mechanism on environmental quality in different industry groups under environmental regulations. This study finds that, FDI has different characteristics on environmental quality in different industry groups: it shows a “positive U-shaped” relationship in industrial groups of capital-intensive and labor-intensive, while shows a “negative U-shaped” relationship in technology-intensive group, and has no significant impact on energy-intensive group;environmental regulation makes FDI change the size and direction of its impact path on environmental quality, and generally changes the impact of FDI on environmental quality:it leads to FDI′s impact on environmental quality in capital-intensive group changes from improving to deteriorating, leads to the impact in energy-intensive group changes from non-significant to improving, weakens the improving impact in labor-intensive group and deteriorating impact in technology-intensive group. Therefore, the intensity of environmental regulation should be set according to the characteristics of the industry to promote the improvement of FDI′s environmental quality.

Financial Shock, Shock Superposition and Monetary Policy Effect
    LIU Qian
    2019, 61(5): 76-87.
    Abstract ( 109 )
Financial shocks is one of the important factors that cause macroeconomic fluctuations. The paper introduces heterogeneous actors, cognitive limitation hypothesis and financial shocks into the analysis framework of dynamic stochastic general equilibrium model, analyzes the short-term effects of financial shocks under different setting structures of monetary policy parameters, and explores a suitable monetary policy to deal with financial shocks. The results show that the monetary policy focusing on controlling output fluctuations is more effective, but the excessive suppression of output fluctuations will weaken the effect of monetary policy on financial market shocks, and the emphasis on controlling inflation fluctuations will cause sustained and significant fluctuations in the output and total output of the guaranteed intermediate sector after the implementation of monetary policy. Therefore, China′s monetary policy should adopt the strategy of moderate regulation and control of total output to deal with financial shocks, and at the same time, it should reduce the concern of inflation target after financial shocks, in order to reduce the short-term effect of financial shocks and suppress macroeconomic fluctuations.

The Impact of the Control Power Characteristics of the Listed Companies on the Reduction Behavior of the Actual Controller of GEM Listed Companies
    LI Bing-xiang,ZHU Han-yu,JIAN Guan-qun
    2019, 61(5): 88-97.
    Abstract ( 89 )
The control power characteristics affect the decision-making motivations of companies′ actual controllers. In turn, it will affect the reduction of its initial shareholding. The paper explores the relationship between reducing ratio and control power characteristics with the samples of GEM listed companies in 2009-2014, finding that the fact that actual controllers conduct internal transactions and reduce the holdings to realize the realization of power is widespread, which has a impact on the minority shareholders and market fairness. And one of the important reasons for this phenomenon is that the control power is hard to be restrained effectively. Therefore, it is necessary to consider reducing two-weight separation, equity concentration and ultimate control rights, and strengthening the supervision of enterprise information disclosure. Further research also shows that the actual controllers′ holding reduction has no significant effect on the performance of the enterprise under the condition of high control right. It is necessary to take a more rational attitude towards such reduction and objectively analyze its motivation;it is also necessary to recognize that the change of control rights is one of the market regulation functions, and that the new capital may bring positive effects to the operation of enterprises, especially in enterprises with excessive control rights.

Managerial Power and Stickiness of Executive Compensation from the Perspective of Social Network: Based on the Regulation Effect of Board Interlocks
    LI Yang1,2,WANG Ping1,CAO Qin2,3
    2019, 61(5): 98-108.
    Abstract ( 118 )
As the informal institutional arrangement, the board interlocks is an important channel to obtain heterogeneous information and scarce resources for enterprises. Based on the perspective of social network relations, this paper constructs the board network centrality at the company level, and investigates the mechanism of board interlocks on managerial power and stickiness of executive compensation. The results show that there is positive correlation between managerial power and stickiness of executive compensation, and the board network centrality has a significantly negative regulation effect weakening the relation between them. After distinguishing the interlocks strength, further research finds that the internal and external board interlocks relations have differentiated impact on the governance effect, and stronger interlocks relations from internal directors need to be vigilant, which the positive regulation effect would increase stickiness of executive compensation. The above findings mean that network location and interlocks strength are the two key factors influencing the governance effect of board interlocks, and the network location will have an important governance mechanism for managerial power and compensation stickiness, but its role depends on the strength of internal and external board interlocks relations.

An Analysis of the Effect and Mechanism of Enterprise′s Participation in Industrial Targeted Poverty Alleviation Input Performance Conversion:Empirical Evidence from China′s A-share Market
    ZHANG Yu-ming, XING Chao
    2019, 61(5): 109-120.
    Abstract ( 112 )
Targeted poverty alleviation in industry is the key weapon to win the battle against poverty. From the perspective of enterprises, participating in targeted poverty alleviation not only fulfills social responsibility, but also obtains the opportunity to improve the performance of enterprises.Based on the theory of resource dependence, an empirical study of A-share listed companies participating in targeted poverty alleviation in industry from 2016 to 2017 shows that: increasing investment in industrial targeted poverty alleviation can improve financial performance, which is still significant after eliminating endogenous problems; moreover, in areas with low degree of marketization, the impact of industrial targeted poverty alleviation investment on corporate performance is better; at the same time, there is no significant difference between the financial performance of state-owned and non-state-owned enterprises participating in industrial targeted poverty alleviation, however, the higher concentration of management power is not conducive to the improvement of financial performance through industry targeted poverty alleviation; further research found that there is a similar relationship between investment level of industry targeted poverty alleviation and enterprise value. The above conclusions enrich the research results in the field of targeted poverty alleviation, and have reference significance for enterprises to participate in industrial targeted poverty alleviation decision-making.

The Impact of Part-time Business on Technical Efficiency of Farmer′s Grain Planting: An Empirical Study based on Stochastic Frontier Analysis
    WEI Su-hao
    2019, 61(5): 121-128.
    Abstract ( 110 )
In order to test the influence of part-time business on the technical efficiency of farmer′s grain planting, based on the micro-survey data of peasant households, this paper used the stochastic frontier production function method in the form of super-efficiency production function to measure the technical efficiency of farmer′s grain planting. Then, based on the Tobit model, it analyzed the influence factors of technical efficiency. Results show that the loss of farmer′s technical efficiency mainly comes from management errors, and the technical efficiency of specialized farmer′s grain planting is significantly higher than part-time farmer′s;the order of input factor output elasticity is productive capital>labor force>land, and there is substitution relationship between labor force and productive capital, land and productive capital;part-time business and land fragmentation reduce the technical efficiency, while grain sowing area, condition of health and participating in the technical training improve the technical efficiency. Therefore, it is necessary to guide part-time farmers to withdraw from grain cultivation, regularly carry out technical training for farmers, improve the market of agricultural machinery socialized service, and enhance farmers′ ability to acquire information in technology and management.

Social Capital, Livelihood Strategy and Targeted Poverty Alleviation in Frontier Deep Poverty Areas
    LIU Hong1,Clement Tisdell2,LI Wen-jing3
    2019, 61(5): 129-137.
    Abstract ( 108 )
Social capital and human capital, as social intangible assets in frontier deep poverty areas, play important roles in achieving “two returns” of targeted poverty alleviation and borders′ sustainable livelihoods in the border areas. This article uses logistic model to estimate the impact of social capital on the livelihood strategies and poverty alleviation in the frontier areas with the field survey data of Xinjiang′s Kirgiz in July 2016,and uses qualitative and quantitative research methods to interpret the research results. The study finds that social capital contributes to the reduction of poverty of border people, and this positive effect is mainly achieved through two paths: the border people rely on the social network to improve the availability of formal finance to realize the expansion and reproduction of breeding;border people can increase the transfer payment income through collective public activities. But the poverty reduction path of social capital through the diversification of livelihood strategies to improve people′s livelihood capacity has not been formed. So in order to achieve sustainable poverty reduction, it is suggested that in the crucial period of poverty alleviation in frontier deep poverty areas, the promotion of social capital to increase border residents′ income must be given full play to, and the main obstacles also need measures to break to strengthen the ability support path by social capital, guiding the establishment of the borders′ diversified livelihoods.

On the Paradigm Conversion of Consumer Rights and Interests Protection
    WANG Fu-you1,2
    2019, 61(5): 138-143.
    Abstract ( 157 )
There are abstract transaction paradigm, specific transaction paradigm, consumer behavior paradigm, service contract paradigm and so on in consumer rights protection. In the abstract transaction paradigm, consumers are one of the subjects that need to be considered based on balanced transaction relationship. Their protection is not independent. Objectively, the institutional concern is to protect equal trading opportunities. Specific transaction paradigm is represented by German legislation, which establishes the weak position of consumers in all directions by comparing with the business or professional behavior of operators. The purpose of protection of rights and interests is to achieve specific transaction fairness. Consumer behavior paradigm defines the concept of consumer by living consumption. Consumer behavior is an integral part of the qualifications of natural people′s civil subject. It has legal value beyond commercial behavior and provides a private law interpretation for the protection of consumers′ rights and interests. The service contract paradigm is based on the characteristics of the times of life consumption in the service industry-dominated industrial structure, realizes the return of consumer concept to the civil subject system of the Civil Code, and promotes the modern remodeling of the ethics of business operators′ behavior.
